Ministry of Transport information draft transport plan in the new situation

According to the leader of the Ministry of Transport, the purpose of developing this draft is to restore passenger transport activities in line with the gradual easing of COVID-19 prevention and control measures. ; creating conditions for passenger transport to serve the people's travel needs, ensuring safety, connectivity and unity among provinces, cities and localities.
The Ministry of Transport said that the draft stipulates general principles in organizing passenger transport activities when gradually easing measures to prevent and control the COVID-19 epidemic.
Specifically, in localities or areas that are implementing distance according to Directive No. 16/CT-TTg, do not organize passenger transport activities to serve the travel needs of people residing in the locality. The locality or area is implementing Directive No. 16/CT-TTg, except for cases permitted by the competent authority. Airports and railway stations in the locality that are implementing Directive 16/CT-TTg are allowed to operate and receive passengers to and from other localities that do not apply Directive 16/CT- TTg.
In localities or areas that are implementing distance according to Directives No. 15/CT-TTg, Ms. No. 19/CT-TTg, organize passenger transport according to the degree of restriction in percentages ( %) means of transport business, passengers of each mode of transport.
In localities or areas that are implementing the new normal, passenger transport organizations operate normally.
At the same time, the Ministry of Transport offers two options:
Option 1: Passengers traveling on passenger transport vehicles (going to and from the locality or the area where social distancing is being implemented according to Directive No. 15/CT-TTg, Ms. 19/CT-TTg) must strictly comply with the "5K Principle" and regulations for road users on COVID-19 prevention and control of the Ministry of Health.
Option 2: Passengers traveling on a means of transport (going to and from the locality or the area where social distancing is being implemented according to Directive No. 15/CT-TTg, Ms. 19/CT-TTg) meets the following requirements: Strictly implement the “5K Principle”; concurrently meeting one of the criteria for a person who has received a full dose of vaccine; in which the last dose has been given at least 14 days and not more than 12 months from the time of travel on the vehicle, there is a certificate of vaccination on the electronic health book or a certificate of full dose vaccination of the vaccination facility .
Persons who have contracted and recovered from COVID-19 must have a certificate of recovery within 6 months from the time of travel on a medical vehicle as prescribed; people with Certificate of negative test results for SARS-CoV-2 (by RT-PCR method or Rapid antigen test) performed within 72 hours (from the date of receipt of results) or by other deadline regulated by the Ministry of Health (Certificate of test results).
For passenger vehicles, the Ministry of Transport requires the implementation of measures on epidemic prevention and control according to the regulations of the Ministry of Health or the guidance of the Ministry of Transport.

Specifically, in the field of road transport, the Ministry of Transport requires transport business units to be responsible for monitoring, inspecting and closely monitoring the operation of vehicles and drivers in traffic. throughout the shipping process. Local Departments of Transport at both ends of the route agreed to allow the operation of inter-provincial fixed routes; in the process of implementing each stage, based on the situation of COVID-19 epidemic in localities, the local Departments of Transport at both ends of the route agree to apply one of the above phases.
About the transport plan of the aviation sector, the draft of the Ministry of Transport has developed two plans to return to flight. During the implementation of each phase, based on the situation of COVID-19 epidemic in the localities and on the basis of the unanimous opinion of the People's Committee of the province having an airport (destination, departure) , the Civil Aviation Administration of Vietnam decides to apply one of the above stages.
